然而：

在這些國家境內，由其他國家公民或永久性居民發表的作品，只要涉及國家參與了伯恩公約或其他著作權條約，那麼在其母國仍然依據其本地法律而受到著作權保護，甚至是全世界。
類似的講，在這些國家境內發表後30日內，在其他國家發表的作品也通常會根據外國的發表日期而受那個國家的著作權保護。當作品在這些國家以外受著作權保護時，這類著作權保護的條款或可能超過這些國家境內的著作權條款。
